The CR 49 (West Milton Road) bridge carries local traffic over Kayaderosseras Creek in Saratoga County, New York. To extend the service life of the crossing and enhance its long-term performance, Saratoga County retained CHA to provide bridge design, environmental permitting, and construction inspection services.
Originally planned as a superstructure replacement with scour protection improvements at the existing abutments and streambanks, the project encountered unexpected challenges during a routine Article 15 permit review by the New York State Department of Environmental Conservation (NYSDEC). NYSDEC’s response proposed expanding the project to include a costly full bridge replacement and new substructures to create a larger hydraulic opening.
To help keep the project moving forward, CHA reviewed NYSDEC guidelines and conducted additional hydraulic field studies and models to demonstrate that the proposed rehabilitation approach satisfied NYSDEC requirements. The team also developed conceptual alternatives and assessed their potential impacts on surrounding wetlands, streambanks, and natural resources.
Through close collaboration with Saratoga County and NYSDEC, CHA successfully secured approval for the original project concept, avoiding significant redesign/construction costs and project delays. The resulting bridge improvement protects Saratoga County's investment and enhances the long-term reliability and resilience of this transportation asset.
Bridge rehabilitation valued at $1.15 million.
Vital route for local traffic.
Extended service life for the bridge.
