Scottsburg Wastewater Treatment Plant Expansion

The City of Scottsburg expanded its wastewater treatment plant to address regulatory compliance requirements and accommodate future growth. CHA served as the design partner on a design-build team, delivering a comprehensive, phased solution. The Build?Operate?Transfer (BOT) procurement method enabled the city to implement over $19 million in improvements with strategic financing. Sequencing Batch Reactor (SBR) technology was selected to resolve compliance challenges and increase capacity efficiently.

Facility upgrades included new reactors, expanded process equipment, upgraded disinfection systems, and improvements to headworks and influent pumping. Existing SBR assets were repurposed for aerobic digestion and post-treatment flow equalization, supporting long-term operational efficiency. These improvements resolved enforcement actions and positioned the city to support industrial growth.
