Brooklyn Navy Yard Security Assessment

The Brooklyn Navy Yard, a 300-acre waterfront industrial park in the Brooklyn Tech Triangle, is a vital hub for New York City’s manufacturing and technology sectors. Home to over 330 businesses and more than 7,000 employees, the Yard’s annual economic impact exceeds $2 billion.

To support its ambitious expansion plans, the Brooklyn Navy Yard Development Corporation (BNYDC) engaged CHA to conduct a comprehensive assessment of its security program, guard force, and physical security systems. CHA’s strategic security enhancements included the following:

• Detailed evaluation of electronic security systems, guard force operations, policies, and training programs
• Physical Security Master Plan designed to align BNYDC’s security posture with its long-term growth objectives
• Standardized Physical Security Design Guidelines to maintain consistency across renovated and newly constructed facilities
• Course of Action-based framework for selecting and implementing countermeasures to support system upgrades, expansion, and lifecycle planning
• Recommendations to strengthen the Security Operations Center’s organizational structure and communication protocols

The Brooklyn Navy Yard's expansion has been hailed as the most significant manufacturing growth initiative in New York City in over a century. As part of a broader strategy to prepare for a $2.5 billion investment in a 5.1 million square foot expansion of leased space, these improvements positioned the Yard to meet the evolving needs of its tenants with robust and scalable security infrastructure.
