Faced with an increase in incidents involving stolen vehicles entering student populated school property at high speeds, Rochester City School District undertook a comprehensive effort to strengthen safety and protect students, staff, and visitors across its campuses.
The initiative evaluated perimeter conditions at 10 school campuses, examining how vehicles approached each site, where vulnerabilities existed, and how existing security measures performed under a range of threat scenarios. Rather than focusing on a single solution, the study looked at each campus individually, identifying opportunities to enhance security while maintaining a welcoming and accessible school environment.
The resulting master plan established a phased roadmap for protecting school properties through a combination of crash-rated vehicle barriers, security fencing, controlled access points, protective landscape features, and other site-specific improvements. Equally important, the strategy recognized that lasting improvements require more than physical infrastructure alone. Recommendations included community outreach initiatives, anti-theft awareness programs, and partnerships designed to help reduce vehicle thefts before they became a threat to school campuses.
