Industry Secure Center

The New York State Office of Children and Family Services (OCFS) identified the Industry Secure Center as a candidate site to support the state’s “Raise-the-Age” initiative. Vacant for nearly five years, this secure residential facility for adolescent males originally housed up to 80 youth, with 40 beds designated for secure placement. Spanning over 60,000 square feet, the campus comprises six buildings that served as four residential cottages, a dining and classroom building, and a central facility that contained classrooms, a gymnasium, medical services, and administrative offices.

To evaluate the site’s potential for secure or limited secure long-term housing and treatment of court-placed/sentenced adults, CHA conducted a comprehensive assessment of the facility’s condition and infrastructure, including:  

  • Fire protection systems
  • ADA accessibility
  • CCTV systems
  • Personal alarm systems
  • Public address systems
  • Walls and columns
  • Ceiling and floors
  • Bathrooms
  • Doors, frames and hardware
  • Windows
  • Exterior envelope
  • Roof
  • Hazardous materials
  • HVAC systems
  • Plumbing systems
  • Outdoor recreation areas
  • Perimeter fences
  • Electrical systems
  • Roads and Walkways
  • Site drainage

With targeted renovations, the facility could be reconfigured to accommodate approximately 60 residents across four 15-bed cottages. This revitalization would enable the Industry Secure Center to once again serve as a vital resource in the state’s justice system.
